During the cold war, the US tried many techniques to assassinate Castro including poison deep sea diving suits and exploding sea shells for when he went skin diving (apparently without his poison suits). It’s not a stretch to wonder if an explosive herring escaped and made its way to your cannery.
Mao: I understand – too many exploding fish on anyone’s dinner plate will sully the taste.
